All colors on a computer are represented by combinations of Red, Green and Blue, or RGB. Different levels of each of these three result in different colors. The levels are defined by numbers from 0-255. In Photoshop you can look up or change individual levels for a specific color by clicking on the color you have currently selected. For instance I created a mustard yellow in Adobe Photoshop with Red=215, Green=172, Blue=23. In shorthand, this can be written 215,172,23.
HTML is the same except the levels are represented in hexadecimal which is a base-16 number system (has 16 digits, 0-9,a,b,c,d,e,f) instead of our normal number system which is base-10 (has 10 digits, 0-9).
To quickly find an HTML color code, find out the RGB levels and convert them to hexadecimal using the chart below. For instance, if you wanted to convert the number 202 to hexadecimal, find 202 in the green section of the chart. Follow the row to the left for the first digit of the hex equivalent. You get "C." Then follow the column to the top for the second digit. You get "A." Thus, the hex equivalent of 202 is CA.

You can use the same method to get the mustard yellow described above.
Red: 215 equals D7 in hex.
Green: 172 equals AC in hex.
Blue: 23 equal 17 in hex.
So the hex code for mustard yellow is D7AC17 and the HTML would look like this:
